Bad Parent or Broken System? | State Makes Excessive Effort To Remove Baby from Mother

In Potter County Texas, Mom and Dad both have a history of drug misuse. Mom has been on methadone for quite a few years working against her addiction. Child Protective Services is accusing her of misusing her prescription. They also make allegations of co-sleeping and leaving the six-week old baby unattended on the couch as reason for termination of parental rights. Are we looking at bad parents or a bad system?
