The numbers mentioned in this video are program and university specific. I feel very lucky that I am in a program which is fully funded and is on the more "generous" end of the PhD stipend spectrum. PhD stipends range from 12k-36k per year depending on the program. All that being said, PhD programs do not pay a lot and I believe that being transparent about salary and expenses is important as we negotiate the value of our labor in the future.
