Can Drowzee beat Pokemon Red/Blue with only 13 battles? || Ultra Minimum Battles

8 Gym Leaders, 4 Elite Four Members and the Champion - 13 battles to beat the game in the most hardcore hack imaginable.

Drowzee should have been a great solo running pokemon. It has the type, the moves, but there's just one problem... Brock. But if we had TMs, how few battles would it need to beat Pokemon Red/Blue? Let's try Ultra Minimum Battles.

~~Rules~~
-I start with a single Max DVs/Max IVs Level 5 Drowzee.
-I can only fight the Gym Leaders, the League, and the Champion.
-I can fight Gym Leaders in any order, but must beat all 8 gyms before the League.
-I can walk through walls to travel the overworld, collect items, etc..
-I can get vitamins that are available to transfer to Gen 1 via the Color Case in Pokemon Stadium 2.
-Solo Challenge: No other Pokemon in battle, no items in battle
-Rare Candies and Stat-Boosting Vitamins ARE Allowed
-Max DVs/Max IVs
-Double Team is banned.
-The following TMs are only allowed after exhausting ALL other options:
Rest, Toxic, Mimic, Substitute, Bide

Scoring:
-Pokemon Starts with a score of 100 points.
-Minus 0.1 points per reset (10 resets = 1 point)
-Minus 0.25 points per optional battle (4 optional battles = 1 point)
-Minus 1 point per TM (Excluding Broken TMs)
-Minus 10 points per Broken TM (Double Team, Substitute, Mimic, Rest, Bide, Toxic)
