Around 12:25 AM on December 31, 2023, Officer Bailey with the Tampa Police Department observed a 2013 Volkswagen Golf running through a stop sign in the vicinity of E Kennedy Boulevard and N 11th Street. He activated his lights to initiate a traffic stop, and the driver pulled over near the entrance of a parking garage. The officer made contact with the driver, who was identified as 25-year-old Isabella Shenk.
As he was speaking with her, he observed indicators of impairment and detected the odor of alcohol. She told the officer that she and her passenger were coming from Reservoir Bar in the Ybor City neighborhood. She admitted to consuming 2 beers before operating a motor vehicle. Based on his suspicion of impairment, Isabella was asked to exit the vehicle and perform field sobriety exercises.
Officer Bailey started with the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the Walk and Turn test. During the Walk and Turn test, Isabella did not touch heel-to-toe on each step, failed to count aloud, and turned improperly. The third exercise was the One Leg Stand test, and Isabella failed to raise her foot in the proper fashion.
Based on her traffic infraction, her indicators of impairment, her admission to consuming alcohol earlier that evening, and her inability to adequately perform the field sobriety exercises, Isabella was placed under arrest for driving under the influence. After she was placed under arrest, her friend attempted to argue with the officers before walking away.
Isabella was transported by Officer Bailey to the Hillsborough County Sheriff’s Office for further processing. She agreed to submit to a breath test and her BrAC results were 0.129 and 0.133, which were over the legal limit of 0.08. She was charged with a DUI (316.193(4)) and released pending her court appearance after posting bond.
