In Season 12, Blitz got a random buff that gave his W and E bonus damage against jungle monsters, enabling Jungle Blitzcrank. Before them, it was nothing but a meme, and unfortunately with its reverting in Season 13, now it returns to being nothing but that.
The reason for the nerfs was because Support Blitzcrank also could use these buffs, not just the %max health damage on-hit on his W that applied to everyone, but even the minion and monster damage buffs allowing easier waveclear and jungle clear for quick funnelling if I recall right. Not 100% sure, all I know is Riot saw that and immediately pulled the trigger on Jungle Blitzcrank so now it remains as one of those builds that you can ONLY get away with in Swiftplay, and even then, it's a struggle.
