Differential item functioning, or DIF, is a foundational topic in modern psychometrics for the simple reason that it just makes sense. We want to ensure the items are assessing our construct of interest in a similar way across different types of individuals CONDITIONAL on the thing we are measuring. The example of happiness is silly, and I have no clue if boys and girls really would differ in how smiling is reflective of being happy. But, I hope the example provides a useful illustration of the underlying concepts :)
