In a seminal 1995 AEI book, Health Care Choices: Private Contracts as Instruments of Health Reform,
Duke University Law School professor and longtime AEI adjunct scholar Clark C. Havighurst proposed a unique and provocative approach that enlisted private contracts to expand access to more affordable and accountable health care options in private markets. Subsequent health law and policy history unfolded in different directions, but Americans appear to be just as dissatisfied today with the status quo as they were in the mid-1990s.
