My new favorite way to do C++ Libs on Windows. [vcpkg, cmake, manifest, project local, portable]

Using these tools isn't always that intuitive for new users, sometimes not very intuitive even for veterans. Hopefully this clears up a few things about using vcpkg manifests with Visual Studio for default projects or CMake projects. Also if you are uploading to github, be sure to gitignore the vcpkg_installed folder.
