The mysterious TM vendor in the alley next to Wild Zone 17 wants you to collect the four drives he has to sell, at a total of 3,996 Mega Shards (which may be easier to get after the 2.0.1 update increased the cap to 9,999). Buy them, and he'll tell you how to do what he wants you to do.
Once you do, head to where he wants you to go, and capture the surprise Mythical creature there. Yup. That easy.
It cannot be shiny or an alpha, by the way.
