Demonstrated on my 2002 Acura TL-S, I will show you how to diagnose and replace a faulty wiper switch. My symptoms included inconsistent and delayed activation of the wipers in cold weather.
Before replacing the wiper switch, you can check and ensure that the motor, fuse, and relays are all working. If you can't get your wipers to move at all, no matter what you do with the wiper switch, you should start by checking your fuse and relays. If your fuse and relays look good, there is additionally a chance your wiper motor is bad and should be tested next (not shown in this video).
If your wipers are moving, even if it's being difficult or inconsistent, this at least means the motor is getting power which means your motor, fuse, and relays are probably all good. This leaves the wiper switch as the last culprit and it needs to be replaced. However, checking the fuse and relays is easy enough to do and is worth doing anyway before replacing the wiper switch.
