In this video, we explain the procedure for transferring car ownership outside the country without biometric verification. The process begins with issuing a power of attorney, appointing a trusted individual to act on your behalf. This document must be attested by the Ministry of Foreign Affairs. The appointed person will then submit an affidavit and the car's original file to the excise office. Upon verification, the Excise Department will authorize the appointed individual to complete the ownership transfer process on behalf of the original owner.
