Botswana has announced plans to open an embassy in Moscow and is actively courting Russian investment to shore up its diamond-dependent economy. As the world’s second-largest diamond producer, Botswana is facing a “double whammy” of plummeting global demand and US tariffs. Under the Trump administration, Botswana’s exports were hit with tariffs as high as 37%, later reduced to 15% for locally polished stones but remaining at 50% for those processed abroad. Foreign Minister Phenyo Butale’s invitation to Russian investors in the mining and rare earths sectors highlights Gaborone’s strategy to diversify its partnerships while pushing for 0% tariff on its diamond exports to the US.
