The Division 2 on PC does have the black level raised in one click on HDR so lower the Brightness (black level) to 49.
Good, better, best in this order: 10000nits DTM on, 4000nits DTM off, 800 HGIG
The reason why HGIG 800 is better than Dynamic tone mapping OFF at 4000 is because the game is doing tone mapping to 4000 in this case and after that the TV is also tone mapping and that's called double tone mapping.
Dynamic tone mapping ON at 10000 is not double tone mapping but it is dynamic, meaning not the best accuracy and just by eye you can notice the shadows are a little bit over brightened but I'm sure most people will like this option more and it looks fantastic on this game.
