PBPB (Planning, Budgeting, and Programme-Based Budgeting) is a critical component of the Integrated Child Development Services (ICDS) scheme, aimed at improving the delivery and impact of child development and nutrition programs in India. It ensures that planning and budgeting are linked directly to outcomes, priorities, and measurable results.
🔹 Key Objectives:
To align resource allocation with program goals (such as child health, nutrition, and early education).
To promote efficient use of funds at all levels – from national to Anganwadi Centres.
To ensure transparency and accountability in implementation.
🔹 Key Components of PB/PB in ICDS:
1. Decentralized Planning: Local needs and priorities (village, block, district) are reflected in plans.
2. Outcome-Focused Budgeting: Budgets are prepared to achieve specific targets like reduced malnutrition, improved immunization, and preschool education.
3. Monitoring and Evaluation: Regular review of progress through MIS (Management Information System), surveys, and field visits.
4. Capacity Building: Training of functionaries (including Anganwadi Workers) on financial management and data use.
5. Community Participation: Engagement of Panchayati Raj Institutions (PRIs), mothers’ groups, and local stakeholders.
