Here's the project I'm currently working on. It allows me to dentify 4000 and 7400 series logic chips, as well as showing me the pinouts for a chip and allowing me to manually manipulate the inputs and control signals to then see the outputs.

I've added support for chips up to 24 pins, enhanced the database layout to allow each pin on the chip to be allocated one of 62 pin types, an ID (A, B, Y, 1, 2, 4, 8, etc.), and allocated to an element (gate 1, gate 2, counter 1, counter 2...), as well as whether the pin is active low or high, with such data being used to draw the detailed chip diagrams you can see here. I've also added support for comments to document what each test case does.
I still need to complete adding pin names, numbers and element details to about 2/3 of the current database of 182 chips, and have plans to add interactive logic diagrams as well as showing any test case comments so that the user can follow along with what each test case does too :-)
I've also split all of the chips into different familes (gates, counters, flip-flops, etc.) and then sub-categorised them, so I'll be adding a lookup facility to allow the user to pick from a family, then a sub-category to see what chips are available and then to show the pinouts for a selected chip.
Whilst the device is currently USB-powered, I'm going to add the facility to run it off a 9V or a couple of AA batteries so that it's portable.
