According to LuigiBlood, The Satellaview did not have any monthly fees. Apparently, only the radio part of St. Giga required monthly fees.
The BS Homepage only has information about broadcast dates up-to 1998, so I assumed they stopped broadcasting after that, however, LuigiBlood clarified it went longer. (Albeit, without Nintendo's support.)(https://bszelda.zeldalegends.net/broa...)
