It's easy and cheap (less than $5) to build.
You can use it when you're away from safe running water, like on a camping trip or at a farmer's market.
A community can build a bunch to use in case of disaster. They stack easily, so stacks of 5 or so can be stored in garages every few blocks (along with stored water). After a disaster, they can be quickly deployed to prevent the spread of disease.
