He's got 7600 HP and attacks that OHKO Squall even at full HP, so he obviously can't do it.
Fortunately though, Cerberus is weak against
gravity so we can make good use of
Quistis's Micro Missiles limit break.
However, every attack Cerberus throws at Quists is an instant game over, so we have to hope he uses triple-blind and skips enough turns.
I got very lucky in this attempt.
Also, take note of the extremely intelligent conversation at the beginning of the battle.
