An upgraded penalty corner is awarded by the umpire after two loud stick tackles. The decision is referred to the video umpire, who determines that on the first tackle attempt, the ball carrier interposed her stick between the tackler’s stick and the ball right at the moment of the attempt, creating the noisy clash and shielding the ball.
It’s not easy when the players are moving in atypical directions, but the attacker clearly moved her stick off the ball and to the right-hand side, without actually tapping the ball to the left with that movement. You can give yourself the best chance of distinguishing obstruction by attackers and defenders by watching whether the defender's stick moves into contact and whether they were unable to make an attempt on the ball.
