Will Trump win his battle against cities resisting the National Guard?

A federal judge blocked the deployment of the National Guard to Oregon.

Illinois and Chicago are suing the Trump administration over the deployment over the deployment of the National Guard.
Former U.S. Attorney John Fishwick calls it "another separation of powers showdown." Fishwick thinks Trump is going to win.
He thinks there's a rebellion. He thinks he needs to protect the Ice agents and federal property. The state authorities say, hey, look, we've got this under control. Crime is going down. We don't need you," Fishwick told The National News Desk. 
Fishwick said the dispute is going to be taken all the way up to the Supreme Court.
