Q: Isn't Physics bypass cheating?

A: No, its only cheating if it goes above 240 (EX: 241) You are actually losing 1 frame so you are only 1 frame under disadvantage but its barely noticeable after all its only 1 frame lost no human would be able to tell the latency difference

Q: Why isn't G-SYNC working?

A: if you're using windowed please use atleast borderless windowed, G-SYNC only activates in fullscreen mode or if you want to keep windowed you can turn on "Enable for windowed and full screen mode" in nvidia control panel but I wouldn't recommend it because it makes some apps stutter because each app may a certain fps and G-SYNC would set your refresh rate to the apps fps

Q: Why limit the fps 1-3 under? What does minus -3 fps do and is there a difference than just going -1 fps?

A: Going minus 3 down just means it will have a better chance of avoiding v-sync latency and giving you a safer spot to be in the G-SYNC area ceiling, personally I didn't notice a difference just taking 1 frame away its really hard to tell the difference if you really wanna know more here is a link to a website to help you learn the latency differences: https://blurbusters.com/gsync/gsync10...
