Jharkhand State Open University (JSOU) has been established by Jharkhand State Open University Act, 2021, dated: 23.11.2021 duly passed by Jharkhand Assembly vide which Jharkhand State Open University (JSOU) was setup.This newly created State Open University has been mandated to offer Certificate/Diploma/Degree/U.G/P.G/Ph.D among 16 Schools in the distance mode in the jurisdiction of all across state of Jharkhand. JSOU mission to meet the ever going demand for higher education from adult learners of the state and to provide access to higher education to the large segments of the population and in particular the disadvantaged groups, such as, those living in remote and rural and tribal areas including working people.

The Jharkhand State Open University have jurisdiction over the whole of the State of Jharkhand. The University shall focus on education, research and training by diversity on means of distance and continuing education including the use of new educational technology available to common man at affordable cost. All Norms and Regulations prescribed by statutory bodies like UGC, AICTE, NCTE, NCI, BCI, DEB, and MCI etc. shall be strictly followed in offering academic program by the Jharkhand State Open University.

The Governor of Jharkhand is the Chancellor of the University. By virtue of his office, Chancellor is the head of the State Open University.
