This seems to be a fairly common issue on Crown Vic's you either have to wait a little while after your depress the brake pedal to be able to take it out of park or the solenoid goes out completely and your Crown Vic is stuck in park. I'm replacing mine before it does go out completely and leave me stranded somewhere!
