I did some checks using my Agilent E8285A as a signal generator and HP 432A to measure RF power. There is some discrepancy as expected but only a fraction of a dB. I am happy with that. I believe I can measure power levels at VHF and lower microwave frequencies to within a dB or so, which is close enough for my purposes and far better than I could have done just a short time ago.
