An Army GOMOR - General Officer Letter for Reprimand is a Letter of Reprimand given to a Soldier by his/her Commanding General. It's a disciplinary tool used when the misconduct doesn't rise to the level of an Article 15 or Court Martial.
A GOMOR has the potential to negatively impact a Soldier's career, especially if it is filed in the Soldier's permanent record. For this reason, the Soldier should take an opportunity to address the GOMOR within the allotted time period.
A GOMOR rebuttal is typically due within seven days of receipt, however, the Soldier can ask for an extension. When I'm retained for a GOMOR rebuttal the first thing I do is ask for a 30-day extension. During that 30-day extension, I review the GOMOR in detail, the commander's inquiry or 15-6 investigation, and the applicable Army Regulation. Then reach out to witnesses that may be able to rebut the accusations in the GOMOR, get character statements, review the Soldier's OER, and awards,
Finally, I draft a legal argument and address every main point of misconduct mentioned in the GOMOR with witness statements, character statements, the regulation, and the Soldier's past performance and conduct.
This GOMOR is then routed through the chain of command for endorsements and then action is taken by the CG.
