This is a straightforward RLRL 8th note sticking pattern. It's a 2-bar pattern with 3:2 clave accents, which are counted:

It can also be counted as 16th notes

It sounds best played on toms but can be played on any surface really, or taken all the way around the kit as a fill. It's called a Bo Diddley beat because Bo Diddley popularized it in his song Bo Diddley in 1955, and other songs subsequently though he certainly didn't invent it.
