1980s Powermate Generator - Will it Run and Make Power

I pickup up this old Powermate generator for only $20. I believe this model was made in the late 1980s. Powering it is an 11hp Briggs L-Head engine. I don't know anything about its run condition, but can see there are a number of issues. Will it run and make power again?

I no longer use Harbor Freight Super Heavy Duty Degreaser in my ultrasonic cleaner. Harbor Freight changed the recipe. The bottle previously stated "NON-CORROSIVE". Now it says "CORROSIVE", "do not user on Aluminum". It now damages most carburetors.
