We went to the "Lucky Owl" cafe in Dotonbori, Osaka. While there were signs stating that touching was off limits in front of some owls, it was possible to pat many of them gently on the beak. The animals seemed well looked after and the staff were knowledgeable concerning every one of them!
It was ¥1500 for one drink + one hour at the cafe when I went. It is highly recommended that you call them and make a reservation before you go to avoid disappointment... as you may be able to see, the cafe can get pretty full (especially on weekends) and they restrict the number of customers for the well-being of the animals.
