This thing has been created using particles only. The particles are locked to a hidden 3D model which is the one providing the animation.
The quality of this video is very low, so you will notice a lot of mistakes, but, sinces it's a test, I don't want to spend a lot of time on it.
Here I leave the project file so you can take a look about how it's made. This is a test, I've changed a lot of things during the process, so many things could have been done better. Oh, and the names are in spanish, sorry about that.

P.D: You'll need the dota2 files imported into your SFM.
