New Zealand First has invoked the 'Agree to Disagree' clause in its coalition agreement with National over visa changes that will give skilled migrants a pathway to residency.
Winston Peters expressed concern that those who gain residency will become citizens, and then use their New Zealand passport as a stepping stone to Australia. But Immigration Minister Erica Stanford said his concern was not "borne out in the facts". Political Correspondent Zane Small has more.
