This is the water saving cycle that utilizes spray rinses instead of a full tub rinse. Notice how the initial water level is below half? I believe this water level was considered "small" on the 2017 and before.
The machine also tempers the water temperature to mostly cold. They (the government) don't want you using too much warm or hot water to do laundry.
