Cubián explains that the region’s housing strategy is firmly rooted in public-private collaboration, translated into coordinated short-, medium-, and long-term actions. In the short term, legislative measures are enabling the release of public-service land for affordable housing through 75-year concessions under the VIVE programme, which will deliver 15,000 new affordable homes during this term. At the same time, the Community of Madrid is driving the transformation of new land to increase supply, with nearly 97 million m² currently under development and close to 200 million m² of potential growth across the region.
He highlights that long-term reforms are already underway, such as updating planning regulations and the regional land law to remove restrictive constraints from general plans and promote a more strategic regional–municipal approach. In parallel, the regional government is leading major urban-development processes through public–private consortia designed to generate land not only for housing but also for economic activity, supporting population growth and job creation.
Cubián emphasises the importance of sharing these strategies openly: “It’s not only about doing things well — it’s about making them known, building trust, and creating synergies.” He points to The District as the ideal platform where different real estate stakeholders can meet, exchange approaches, and generate a “virtuous circle” that drives continuous improvement across the sector.
