Due to rising public pressure to curb housing costs and ensure fair rental practices a new San Diego renter protection ordinance proposed by Councilmember Sean Elo-Rivera and County Supervisor Monica Montgomery Steppe aims to stop landlords from charging extra fees like pet rent, trash valet charges, and high late fees. San Diego renters already face some of the highest housing costs in the nation. This proposal would cap late fees at 2% of rent, limit all tenant fees to no more than 5%, and prohibit new fees that weren’t part of the original lease. Proponents say this is about fairness and affordability amid San Diego’s cost-of-living crisis. Critics, including landlord associations, argue it’s redundant with state law and could discourage investment or raise base rents. Both sides agree it’s just the start of a long debate over rental transparency and housing costs.
