During the Production Phase, you declare your lend-lease. You do not take units off the map to send as lend-lease, but instead produce the unit that is to be lend-leased. It may not be a unit that becomes available after developing technology. You may lend-lease to multiple nations per turn (except Commonwealth – they count as 1 nation), but may only lend-lease one unit per nation in a turn. Note the chart in 8.7 for lend-lease conditions.
Lend-lease is delivered during the Place Units Phase. You must start the lend-lease delivery in your Home Country. The Lend-lease must then move along a supply path to a land zone in the receiving nation’s Home Country. Lend-leased bases and militia upgrades are moved to the recipient’s place units box on the build queue to be placed anywhere in their Home Country in their next Place Units Phase.
Interdiction: If the route passes through a sea zone with interdicting units, the lend-lease may possibly be eliminated (refer to 12.5).
Blockade: A blockaded Naval Facility cannot send nor receive lend-lease (refer to 9.4.6).
Failure to Deliver: Lend-lease that cannot be delivered must wait on the build queue and be attempted again on the next player turn.
