The nitrite ion, which is NO2(-1), has two oxygen atoms connected to a central nitrogen atom. To satisfy the octet on nitrogen, exactly ONE of the oxygens needs to be double-bonded to it. But which one? Technically there are two valid Lewis Structures, one with EACH of the oxygens double-bonded to the Nitrogen, and the true structure is a mix (resonance hybrid) of both.
I draw all of those valid Lewis Dot Diagrams, and the diagram of the resonance hybrid, for you here.
