Downforce in Need for Speed: Heat doesn’t quite work the way you’d expect, the only thing it noticeably changes is the way the car handles through corners leaving top speed pretty much unaffected (for the RSR anyway, on certain cars it however does affect the top speed severely) Low downforce makes the car a lot more loose and floaty compared to normal and allows you to easily slide through corners, however it also makes the car more likely to understeer when following the racing line. High downforce on the other hand allows the car to stay planted at a lot higher speeds and improves the steering responsiveness to the point that you have to be smooth not to cause oversteer and lose control.
For road racing I’d set the downforce as high as you can without affecting topspeed more than a few km/h and dial it back if you find you can’t turn in smoothly without breaking traction. Anything below normal is probably best left for off road or drifting.
