Your goal is to reach the top of the tower by cooperating with The Shepherd and outsmarting Samsara, before the storm consumes the tower.
Unlike most puzzles, you have an unlimited amount of time to complete a puzzle, but this one is timed, and if you do not get far enough up in a certain amount of time, the storm will consume the tower, and you will be reset.
