Laos is a visa on arrival of country for indians the visa cost is INR 3000 ($30-35) approx (to be paid in USD). laos can be reached easily via train by thailand which is an overnight train and drops you near the thai-laos friendship border. I will however suggest that you fly from thailand or vietnam as the immigration process is easier. Land border immigration from thai or vietnam can be tricky and time consuming so I will suggest that you avoid it.
There is also flight options from india but they are connection options and the best option is to fly via thailand.
Daily budget for laos trip:
Stays- Hostel inr 800-1200, hotels- inr 1500-3500 (mid rage and budget hotel)
transport via train or bus to vang vieng, luang prabang-vientiane INR 600-1200 per trip
food is cheap, local meals cost inr 200-300 per meal
bike rental can cost upto INR 800 per day.
