Foreigners can lease land concessions in Laos.
The latest update on land regulations in the Lao PDR specifies that foreigners, foreign nationals, and foreign nationals of Lao descent are not permitted to purchase, sell, or own land in Laos. However, they are allowed to lease land for a maximum period of 30 years, which can be extended. Additionally, they have the right to lease state land for special purposes for up to 50 years, with the possibility of renewal.
Government land available for concession leasing includes areas designated for agriculture, tourism, industrial zones, industrial parks, special economic zones, new urban development zones, hydroelectric power projects, and mining activities.
Concession leasing of government land in Laos requires a bidding process. The lessee must conduct an environmental impact assessment. If the concession is approved, the Land Office will issue a land use certificate for the state land within five working days.
