Foam wheels are not only cheap, but they're very light weight and surprisingly durable. In this video I show how you can improve the traction dramatically, and even talk a little bit about various design decisions that can improve your robot's mobility.
UPDATE: Apparently applying rubber cement to the wheels before applying the latex helps with the latex sticking!
