Dr. Uttam Gaulee is the President of the Society of Trans-national Academic Researchers, well-known as the STAR Scholars Network, the founder and Editor-in-Chief of the Journal of Underrepresented and Minority Progress, and a professor in the Department of Advanced Studies, Leadership, and Policy at Morgan State University. His research agenda intersects international higher education systems, diaspora studies, interdisciplinary perspectives on education policy, global citizenship, and cross-cultural issues in international development and geopolitics. Dr. Gaulee is a strong advocate for community colleges as vehicles for social progress and economic development both within and beyond the United States. He recently edited a volume titled Global Adaptations of Community College Infrastructure.
