Sen. Mark Kelly, D-Ariz., is introducing the Stop Excessive Force in Immigration Act, a bill that would tighten standards for when federal immigration officers may use force, especially deadly force.
In an exclusive interview with Scripps News, Kelly outlines proposals to limit agents’ use of face coverings, require advance notice to cities before immigration operations, restrict shooting at moving vehicles when other options exist, and align ICE’s use-of-force standards with those used by the Justice Department.
The bill comes after ICE-involved shootings in Minneapolis and amid nationwide protests following the death of Renee Good. Lawmakers say the proposal would increase accountability, require first-aid training for officers and prevent ICE from blocking state or local investigations into excessive force.
