What is a "Conscience Round"? Do they even make sense?

"A firing squad would only have one live round, so nobody would know who did the killing!" is something I've unfortunately heard from a few different sources over the years. There is a kernel of truth to the idea- the "Conscience Round" is a real concept and they were in fact used! However, the purported anonymity of a blank round isn't quite so strong as all that. It may help with your conscious before the fact...but maybe not so much after! So, why were they used? Is there a practical consideration at play here? -
