आख़िरकार शहबाज़ सरकार मुनीर के आगे सरेंडर हो ही गई. कोई पैंतरा काम ना आया, मुनीर को CDF बनाने का नोटिफ़िकेशन जारी करना ही पड़ा. शहबाज़ कभी यमन गए कभी लंदन, लौटे तो इस्लामाबाद नहीं गए ताकि मुनीर का नोटिफ़िकेशन अटका रहे. मगर मुनीर तो ठहरा ज़िद्दी जनरल. शहबाज़र सरकार की एक नहीं चली.. और राष्ट्रपति ज़रदारी को पाकिस्तान का सौदा करना ही पड़ा. मुनीर को वो दस्तावेज़ देने ही पड़े जिसके दम पर अब वो पाकिस्तान की हुक़ूमत चलाएगा. ताहयात वर्दी में घूमता रहेगा.

Ultimately, the Shahbaz government surrendered to Munir. No tactics worked, and they had to issue a notification appointing Munir as CDF. Shahbaz traveled to Yemen, then London, and when he returned, he avoided Islamabad to delay Munir's notification. But Munir was a stubborn general. The Shahbaz government's efforts were unsuccessful, and President Zardari was forced to broker a deal with Pakistan. Munir had to hand over the documents that would now enable him to rule Pakistan. He would continue to roam around in uniform.
