Tufton comments on UHWI Fraud Investigation

In a shocking development, the Board of the University Hospital of the West Indies (UHWI) has reported “specific matters” to the Fraud Squad and Jamaica Customs Agency following a damning procurement audit tabled in Parliament.
Here’s what the Auditor General’s report exposed:
➡️ $521 MILLION in contracts awarded WITHOUT procurement documentation – 51 contracts with no paper trail!
➡️ UHWI used its tax-exempt status to import goods for a private company, then purchased the same goods back from that entity.
➡️ Serious weaknesses in governance, procurement, and contract management that “could heighten the risk of corrupt activities.”
➡️ Auditor General Pamela Monroe Ellis called for an immediate halt to the practice of facilitating imports for private entities using the hospital’s tax-free status.
The UHWI Board says it takes the findings extremely seriously and has started a structured reform programme — but with police and customs now investigating, they are refusing to comment further.
During a tour of the new Old Harbour Comprehensive Health Centre, currently 75% complete, Health Minister Dr Christopher Tufton spoke with reporters when reporters asked him to comment on the issue.
