I have deployed the VM for Azure DevOps agent in Google Cloud, similarly it can be deployed anywhere with outbound Internet connectivity even in private datacenters / servers.
Azure DevOps private agent pool is a very important requirement in real world where you are in control of the baseline functionalities.
