In today’s video, we discuss a big update on the 8th Central Pay Commission (8th CPC) that directly concerns around 50 lakh Central Government employees and 69 lakh Central Government pensioners.
On 8 December, several Members of Parliament raised pointed questions in the Lok Sabha about the implementation of the 8th Pay Commission, its Terms of Reference (ToR), pension coverage, budget provision and timelines. The reply came from Minister of State for Finance, Shri Pankaj Chaudhary.
Questions Raised in Lok Sabha
Four MPs – N.K. Premachandran, Tamil Selvan Thangam, Dr Ganapati Rajkumar P. and Dharmendra Yadav – asked a set of important questions, including:
1. Does the Government plan to implement the 8th Pay Commission from 1 January 2026?
If yes – what are the details?
If no – what action has been taken?
2. Have the Terms of Reference (ToR) notified on 3 November 2025 been modified or not?
Specifically – will pension and pensioners’ benefits be included or revised?
If yes, what is the status?
If not, why?
3. Will funds be allocated in the 2026–27 Budget for implementing the 8th CPC?
What is the estimated financial burden on the exchequer?
4. Has the 8th CPC begun consultations with Central Government employees, pensioners’ organisations, State Governments and other stakeholders?
5. What is the present status of the 8th Pay Commission?
How many employees and pensioners are expected to benefit?
6. Will the Government consider grievances of employees and pensioners due to delay in starting the work of the 8th CPC?
7. By when will the 8th CPC submit its recommendations, and when will the Government implement them?
These are exactly the questions that every employee and pensioner has in mind today.
✔ What the Government Has Actually Replied
According to the written reply of the Minister of State for Finance:
The 8th Central Pay Commission has already been constituted.
The Terms of Reference (ToR) for the 8th CPC have been notified on 3 November 2025 through a resolution of the Ministry of Finance
The number of beneficiaries is about 50.04 lakh Central Government employees and 69 lakh pensioners.
However, on the most critical points, the reply is cautious:
Implementation Date Not Decided Yet
The Government has clearly stated that the date of implementation of the 8th CPC recommendations will be decided by the Government.
In simple words – there is no confirmed date yet (including 1 January 2026).
Funds Will Be Provided – But No Clear Timeline
The reply says that the Government will make “adequate provision of funds” for implementing the approved recommendations of the 8th CPC.
But it does not clearly say whether this will be done in the 2026–27 Budget or later.
Working Method and Timeline
The Government has further clarified:
The 8th CPC will adopt its own procedure/methodology to prepare its recommendations.
As per the notification dated 3 November 2025, the 8th CPC will submit its report within 18 months from the date of its constitution.
But there is an important practical issue –
Although the panel (Commission) has been constituted, the supporting staff and office structure have not yet been fully appointed. So effectively, the real work of the Commission has not started at full speed.
