This video describes a method similar to the one found in the comments of this reddit post: { / problem_in_the_comments }. I was able to get the iPod formatted and working with Windows. The command used in the video is:
bootsect /nt60 X: /mbr
Replace the X in "X:" with whichever drive your iPod shows up as in windows {for example mine is G: in the video}. I was able to do this on Windows 11 with the latest version of the "Apple Devices" application. Ensure that the CMD is run as administrator. There are programs out there that will allow you to rebuild the MBR, but the ones I looked at required a purchase or subscription. This method is free and uses the Windows Command prompt.
