Should Businesses and Hobbies be an expansion pack?

It's always one of the biggest questions asked when a new pack for The Sims 4 comes out but today I'm looking at whether or not I personally think Businesses and Hobbies has enough to expand the game and what I would add just to give it a bit more! I do think those who enjoy making simoleons in a hands on way and giving sims personality through their hobbies and skills are the ones who are gonna get the most replicability out of this pack
