The sprites and background were made by Capcom. I believe the sprite is from “Street Fighter 3”, while the backgrounds are from one of the “Marvel vs. Capcom” games. Nevertheless, I own nothing.
As for the song itself, it’s unknown who originally made it. The only concrete piece of information that we have on this cover is that it was uploaded to http://www.kikouken.com/, a defunct fan-website dedicated to the “Street Fighter” character Chun-Li, on October 3rd, 2003 (according to the WayBack Machine archive). Here’s the original description for the song:

A sweet, easy-listening version of Chun-Li's theme that's kind of a blend between jazz and classical Chinese music. I love it. It makes me feel all mellow-mellow. ^_^ Thanks to Kikoshin for sending this in.

Lastly, I’m not sure what this theme is a cover of; Chun-Li’s had many themes over the years. However, personally, it sounds like “Yume E-No Position [Chun-Li]”.
